Effective for new and renewal policies of August 1, 2011 and later, the scope and Manual language for Code 817, Bus Operation has been changed by the separation of paratransit service providers from Code 817 to a new class; Code 828, Paratransit Service. Code 817's rating values are also revised effective for new and renewal policies of August 1, 2011 and later, and new rating values have been established for Code 828. Concurrently, various Section 1 Rule IV and Rule IX entries dealing with how to classify the payroll of interchanging employees have been clarified. Reference to the classification having the "highest DCRB loss cost" has been replaced by specifying payroll shall be assigned to the "insuring carrier's or the residual market's" highest-valued classification that represents any part of their work. Additionally, such amendment has been made to the definition for "To Be Separately Rated or Separately Rate" and to the Code 7421, Aircraft Operation Section 2 class description. Several Section 1 Rule V entries have been clarified that deal with the proper auditing of employee expense reimbursements. Clarification has been made to the language
of fifteen classifications, with particular reference to operations included
therein or excluded therefrom. Among such classifications are Codes 617,
Gas, Water or Water Main Construction; 625, Conduit Construction; 752, Oil
or Gas Pipeline Operation, 936, Broadcasting Station; 955, Engineering
Consulting Firm and 962, Accounting or Financial Auditing Firm. Additions, revisions or deletions have made been to Underwriting Guide entries for approximately sixteen classifications.

Effective October 1, 2010 the scope and Manual language for Code 855, Lumber and/or building Material Dealer and Code 935, Lumber and/or Building Material Deal - Store Employees have been clarified. The DCRB has always contemplated that in order to be eligible for Code 935, a store operation had to be a bona fide separate enterprise. This requirement is now being made a part of the Manual language. Clarification has also been made to the language for Code 607, Drilling - By Contractors. Review has shown there is no oil and/or gas well drilling in Delaware, nor is there any tangible prospect of such activities being conducted in the future. For this reason, all Guide entries relating to oil or gas drilling or to oil or gas well services have been deleted. Code 981 has been retitled to "Casino Gambling" to reflect the expansion of gambling options that may be offered in facilities subject to this classification. Code 968 has been retitled to "Sports, Recreational or Amusement Facility, Indoor" to better describe the class' scope. Class language for fourteen other classifications has been clarified in various ways. Code 028, Oil or Gas Production, has been withdrawn as a Delaware classification pursuant to the finding above that there are no such business activities in Delaware, nor are any such activities anticipated. No classification's rating value has been revised concurrent with any of the class revisions summarized above.
