Evaluating the Impact of Delaware’s Workplace Safety Program

The Delaware Workplace Safety Program (DWSP) provides premium credits to employers that demonstrate effective safety practices through certified inspections conducted under the oversight of the Delaware Department of Insurance. To evaluate how the program is performing, DCRB analyzed DWSP experience across policy years 2006 through 2022.

This report examines participation levels, credit application, policy characteristics, and loss experience for participating and non-participating employers. By analyzing long-term trends, the report provides insight into how the program influences premium outcomes and how safety-based incentives align with observed loss experience across Delaware’s workers’ compensation system.
