DCRB Membership

DCRB Membership is available to any insurer licensed to write workers compensation insurance, other than Coal Mine coverage, in Delaware. Membership with the DCRB is required to write workers compensation insurance coverage in the state of Delaware.

About DCRB Membership 

DCRB membership connects carriers to the authoritative data, rules, and governance that sustain Delaware’s workers’ compensation system. Members help shape classifications, rating values, and reporting standards while benefiting from shared insights, tools, and compliance support. Together, membership ensures accuracy, consistency, and system stability.

Become a Member of the DCRB

  • Submit a Membership Request Form to initiate the process. Our Membership Services team will review the request and distribute the appropriate forms to the designated contact. 
  • Companies must be licensed and qualified by the Delaware Insurance Department before becoming a DCRB member. A copy of the state qualification letter must be submitted as part of the DCRB New Member Application. For more information, contact the Delaware Department of Insurance.
  • Submit a copy of the company’s rate, rules and forms filing to filings@dcrb.com

New Member Requirements 

Review your first steps required as a member of DCRB:

  • Designate a Carrier Group Administrator (CGA) for your company. The CGA will be responsible for approving users and administering access to products and services within the DCRB Application Manager.
  • The CGA can provide company contact information by logging into DCRB Application Manager to access Member Connect, our app that empowers CGAs to maintain and update carrier information.
  • Complete required testing of electronic submissions for Policy and Unit Statistical Data. The DCRB requires that every new member carrier complete the testing requirements for each data type. See the following Electronic Submissions Guidelines documents for more information and detailed requirements for Policy and Unit Statistical Data.
