Amy Quinn is President and Chief Executive Officer of the Pennsylvania Compensation Rating Bureau, leading the organizations’ strategic, operational, and regulatory missions. With deep experience across workers’ compensation, insurance regulation, and technology-enabled services, she brings a disciplined, forward-looking approach to governance, data stewardship, and member support.

Throughout her career, Amy has worked closely with regulators, insurers, and public institutions to deliver reliable systems, modern tools, and clear guidance that enable informed decision-making. Thomas Cleary is Senior Vice President and Chief Operating Officer of the DCRB, overseeing insurance operations and service functions critical to member support and system performance. With extensive experience across workers’ compensation underwriting, premium audit, service operations, and enterprise transformation, he brings a results-driven, analytical approach to operational leadership.

Throughout his career, Thomas has led large, complex insurance organizations, driving standardization, efficiency, and customer-focused improvements while managing significant premium volumes and multidisciplinary teams. At DCRB, he focuses on aligning operational strategy with organizational mission—ensuring processes are effective, scalable, and responsive to member needs. His leadership strengthens DCRB’s ability to deliver consistent, high-quality services that support a stable and well-functioning workers’ compensation marketplace.

Brent Otto is Senior Vice President of Actuarial Services and Chief Actuary for the DCRB, where he has a key role in strategic organizational decisions in addition to leading actuarial pricing, research, and analysis functions central to the organizations’ mission. With more than two decades of experience in property and casualty insurance, he brings a disciplined, data-driven approach to rate development, legislative pricing, and strategic decision-making.

Throughout his career, Brent has combined advanced analytics with collaborative leadership to strengthen data governance, improve insight generation, and support informed policy and business decisions. He plays a key role in organizational strategy, ensuring actuarial work remains objective, transparent, and responsive to stakeholder needs. His leadership supports the bureau’s role as trusted, authoritative sources of workers’ compensation information.

Dawn Belfus is Vice President of Data Services at the DCRB, where she leads the organization’s core data reporting and management functions. With more than three decades of service at DCRB, she brings deep institutional knowledge and a steadfast commitment to data accuracy, consistency, and integrity.

Her leadership ensures that carrier-reported data is validated, maintained, and delivered in ways that support actuarial analysis, regulatory filings, and member decision-making. Dawn plays a critical role in maintaining the reliability of DCRB’s data ecosystem—balancing operational discipline with evolving reporting requirements. Through her experience and continuity, she helps ensure that DCRB remains a trusted, objective source of workers’ compensation data, supporting members with dependable information that underpins a stable and transparent marketplace.

John Zimitski is Vice President of Finance and Treasurer at the DCRB, where he oversees financial management, reporting, treasury functions, and internal controls critical to the organization’s operations. A Certified Public Accountant with extensive experience in insurance and risk-related organizations, he brings a disciplined, detail-driven approach to financial stewardship.

John is responsible for ensuring the integrity of DCRB’s financial processes, including budgeting, audits, cash management, and regulatory reporting. His leadership supports sound governance, long-term planning, and prudent use of member funds. By combining technical accounting expertise with a clear understanding of insurance operations, John helps ensure DCRB remains financially strong, transparent, and well-positioned to continue delivering trusted services and value to its members.

Lisa Linder is Vice President of Information Technology and Chief Information Officer at the DCRB, where she oversees enterprise technology strategy, application development, and IT operations supporting the organization’s mission. With deep experience in workers’ compensation systems, business process transformation, and large-scale technology integration, she brings a disciplined, outcomes-driven approach to modernizing complex environments.

Throughout her career, Lisa has led multi-vendor teams, managed major system integrations, and delivered platforms that improve data quality, operational efficiency, and regulatory compliance. Michael Henkin is Vice President of Human Resources at the PCRB, where he oversees human resources strategy, talent management, and organizational development. With more than 18 years of progressive HR leadership experience, he brings a strategic, people-centered approach to building a resilient and engaged workforce.

Michael partners closely with executive leadership to align human capital initiatives with organizational priorities, supporting succession planning, performance management, and workforce engagement. His background includes leading HR transformations, supporting mergers and integrations, and developing talent frameworks across insurance and financial services organizations.
