Premium Credits Remain Stable as DCCPAP Participation Declines Across Delaware’s Construction Industry

The Delaware Construction Classification Premium Adjustment Program (DCCPAP) is designed to help ensure equity within the construction industry by providing premium credits to employers that pay higher wages, while maintaining balance through offsetting adjustments within construction classifications. To evaluate how the program has performed over time, the Delaware Compensation Rating Bureau analyzed DCCPAP experience across policy years 2006 through 2021.

This report examines participation trends, credit levels, policy size, and loss experience for participating and non-participating employers. By reviewing more than 15 years of data, the analysis provides insight into how the program has evolved alongside changes in the construction market and how it continues to influence workers’ compensation premium outcomes in Delaware.
