On August 31, 2004 the Bureau submitted a residual market rate and voluntary market loss cost filing applicable to “F” Classifications to the Delaware Insurance Department. That filing, designated as Bureau filing No. 0405, proposed revisions to residual market rates, voluntary market loss costs and related rating values for “F” Classifications effective December 1, 2004.
