Our
Vision
To be the trusted, essential, and objective resource for workers compensation data, research, and information in Delaware.
The Delaware Compensation Rating Bureau (DCRB) is the trusted, essential, and objective source of actuarially based research, data, and analysis that supports a strong and stable workers’ compensation system across Delaware.
Established in 1915 and headquartered in Philadelphia, PA, we operate independently on behalf of more than 400 member insurance carriers, delivering insights and services that improve outcomes for insurers, employers, policymakers, and workers.
Our Role in the System: We are one of several organizations that safeguard Delaware’s workers’ compensation system. While the Delaware Department of Insurance, the Division of Industrial Affairs, and the Department of Labor oversees claims administration and compliance, DCRB focuses on the research, data collection, and actuarial analysis that underpin fair pricing and system stability. Together, these complementary roles ensure that insurers, employers, and policymakers have the guidance, tools, and oversight needed to keep the system strong and sustainable.

DCRB collects, analyzes, and publishes workers’ compensation data to ensure fairness, accuracy, and consistency in the marketplace. Our work spans a wide range of vital functions, including:

To be the trusted, essential, and objective resource for workers compensation data, research, and information in Delaware.

To provide objective, accurate, and valuable statistical and actuarially based information, marketplace knowledge, research, and rating plans fundamental to a healthy workers compensation system.

We accomplish our mission with a dedicated team and culture that embraces: Trust, Accountability, Transparency, Innovation, Collaboration, Inclusiveness, and Work-Life Blend.
The DCRB is governed by a member-led structure designed to ensure accountability, transparency, and system integrity. Oversight is provided through our Governing Board and Committees.
Together, these bodies help ensure that DCRB’s policies, rules, and services reflect the needs of the marketplace and the public interest.
DCRB Membership is available to any insurer licensed to write workers compensation insurance in Delaware. Membership is required in order to write such business.
