Trusted, Essential & Objective

The Delaware Compensation Rating Bureau (DCRB) is the trusted, essential, and objective source of actuarially based research, data, and analysis that supports a strong and stable workers’ compensation system across Delaware.

Established in 1915 and headquartered in Philadelphia, PA, we operate independently on behalf of more than 400 member insurance carriers, delivering insights and services that improve outcomes for insurers, employers, policymakers, and workers.

Our Role in the System: We are one of several organizations that safeguard Delaware’s workers’ compensation system. While the Delaware Department of Insurance, the Division of Industrial Affairs, and the Department of Labor oversees claims administration and compliance, DCRB focuses on the research, data collection, and actuarial analysis that underpin fair pricing and system stability. Together, these complementary roles ensure that insurers, employers, and policymakers have the guidance, tools, and oversight needed to keep the system strong and sustainable.
