Duties:
Operations:
Provides general management for the executive team, primarily in directing the priorities of each department and facilitating necessary meetings/processes in support of this objective.
Coordinates with the President on monitoring the activities of the PCRB, including but not limited to the organization’s performance and strategy progress, along with ensuring the company is operating in compliance with various insurance statutes and governing board by-laws.
Provides specific direct management for the Data Management and Underwriting departments ensuring that department objectives align with organizational goals and objectives.
Oversees the management and execution of the organization’s procedures and controls.
Identifies and evaluates process and performance information to reveal early warning of potential problems and corrective action recommendations.
Provides PCRB/DCRB signoff for ratemaking, associated filings, and other formalized processes.
Direct and indirect oversight on data collection and reporting responsibilities for each bureau.
Oversees and manages the routine coordination of activities between the Data Management and IT departments.
Direct and indirect oversight of various organizational products and services for membership.
Oversees facilities and purchasing, including office space and equipment for a 100 person Philadelphia based office.
Acts as needed in the absence of the President.
Serves as Corporate Secretary performing assigned duties.
Accounting:
Works with the Vice President of Finance, Secretary & Treasurer to oversee PCRB’s budget process and holds the management team accountable for their department operating budgets so the organization can achieve annual budgetary objectives.
Partners with Accounting for financial reviews, IPC, Pension, Annual Budgeting coordination.
Human Resources:
Works with the Director of Human Resources and Administrative Services to oversee compliance with the PCRB’s personnel policies and procedures.
Partners in determining and setting people strategy, training & development initiatives, and recruitment strategies.
Manages, in conjunction with the executive staff, the scheduling and execution of annual employee performance reviews.
Corporate and Public Affairs:
Provides administration support and participation on all governance related matters. Provides coordination and oversight support on all Governing Board meetings and agendas, as well as other Committees.
Identify, track and participate in dialogues around issues critical to the PCRB/DCRB.
Manages frequent communications and outreach with the PA and DE Insurance Departments.
Coordinates audit and examination processes with appropriate audit parties.
Participates in relevant industry trade organizations including AMCOMP, IDMA and others.
Participates and collaborates with other rating bureaus and other industry organizations, in particular the WCIO and CDX.
Represents and presents on behalf of the PCRB and DCRB to various audiences, including the media, state government officials, insurance industry representatives and the employer community.
SPECIAL SKILLS OR QUALIFICATIONS REQUIRED:
Bachelors Degree – B.S. - Business, Finance, or related field required. Advanced degree and/or insurance industry designations preferred.
10 or more years of progressively responsible experience with at least 5 years management experience in a COO, Director or senior management position. PCRB, insurance industry, or Workers Compensation insurance experience preferred.
Offers strong organizational, communication, management, decision making, negotiating, interpersonal, and written skills with the ability to work independently and adapt to various situations.
Demonstrated ability to lead a group/team and achieve results.
Provides a strong working knowledge of Pennsylvania and Delaware workers compensation systems.
Technologically proficient with, at minimum, a working knowledge of the Microsoft Office Suite.
Communicates effectively with all levels of PCRB executive management, staff and outside contacts.
Has the ability to effectively supervise and motivate subordinates.
Demonstrates effective management and leadership skills towards teams and individual needs.
Ability and willingness to exercise the authority entrusted to them to accomplish assigned duties and responsibilities.
Capability to relieve the President of many administrative and managerial duties.
Ability to be self-assured and confident in a wide range of venues when there is a need to represent the PCRB.
The Senior Vice President must have a commitment to the vision and mission of the PCRB. The individual is required to keep all job-related matters strictly confidential.

Any Bureau employee who recommends someone who is hired on a full-time basis will receive a gross payment of $1,000 upon the candidate’s completion of nine months of service at the Bureau, their attendance/performance level are satisfactory or better, and their retention of continuing employment beyond such nine month period.
